He is a lawyer, specializing in labor law and constitutional law, with a master's degree in labor law. Additionally, he completed the specialization course for Latin American experts in labor relations at the University of Castilla–La Mancha, Spain.

Lidio García
President of the Senate

A media professional by trade, a politician by conviction and a musician at heart, he has distinguished himself since the start of his career as a leader in political, social and cultural initiatives, both in his municipality and throughout the Department of Bolívar. 

His first foray into politics was at a local level in El Carmen de Bolívar, where he was elected as a municipal councillor in 1995. In 2000, he was elected as a Member of the Bolívar Assembly for the Liberal Party. In 2003, he was re-elected by a landslide, and in 2006 he resigned to stand for the House of Representatives, from where, after a four-year term, he moved to the Senate of the Republic.

Gregorio Eljach Pacheco
Attorney General of the Nation

Lawyer, graduate of the University of Cauca. Specialist in Public Law and Territorial Entity Management and Master's Degree in Municipal Government from the Externado University of Colombia. Currently pursuing a PhD in Law at the Catholic University. 

Andrea Stegher
President of the International Gas Union (IGU)

He has 30 years of experience in the energy and gas sector, in strategic, development, commercial, regulatory and transition areas. He began his career at Eni E&P and subsequently actively promoted the liberalisation process, leading the regulatory and commercial development of Underground Gas Storage. 

In 2010, he joined Snam, where he has led infrastructure development and international mergers and acquisitions (M&A) activities. Among these, he played a key role in promoting the development of the Southern Gas Corridor. At the helm of Snam's Strategy, he was the initial driver of the Gas for Climate 2050 initiative and launched the CNG/SSLNG and biomethane activities. 

Juan Manuel Rojas
Chairman of the Board of Directors, Naturgas

He is an economist with a master's degree in economics from the University of the Andes and a master's degree in public policy from Harvard University. He has 28 years of professional experience at the national and international level in the energy sector, in public and private companies, in Colombia and South America. 

He has led the growth and consolidation of Promigas as an organisation with more than 50 years of recognised experience, bringing together 21 companies dedicated to the transport and distribution of natural gas, LNG regasification, electricity distribution, energy solutions and integrated services for industry, with a presence in Colombia and Peru.

Luz Stella Murgas
President of Naturgas

She is a lawyer from the Universidad del Rosario, with a specialization in Tax Law from the same university. She has been linked to the mining-energy sector for over 20 years. She served as Vice President of Promotion and Area Allocation at the National Hydrocarbons Agency. She was also the Exploration Manager for the same entity. She worked at Ecopetrol for eight years as a tax advisor for the entire business value chain. 

Juan Camilo Restrepo Salazar
former Minister of Mines and Energy, Finance and Public Credit, and Agriculture.

He is a lawyer from the Universidad Javeriana, holds a doctorate in administrative law from the University of Paris, and has studied economic law at the London School of Economics.  

He was a professor at Javeriana and Externado and founded the Association of Economic Law. Upon returning to public office, he directed the National Securities Commission, the state body in charge of monitoring and regulating the operation of stock exchanges. In that role, he faced the financial crisis produced by the bankruptcy of the Grancolombiano group. He helped ensure that the crisis did not seriously affect the stock market, which increased his standing among economists. 

Amylkar Acosta Medina
Former Minister of Mines and Energy

He is an economist by profession, a full member of the Colombian Academy of Economic Sciences, and a corresponding member of the Colombian Academy of History. He has served as President of the Congress of the Republic and as Minister of Mines and Energy. He currently works as a teacher-researcher at the Externado University of Colombia, is the author of 50 published works, and is a columnist for the country's main newspapers. 

Carlos Costa
former Minister for the Environment, Housing and Territorial Development and Executive Director of Conservation International Colombia

A Colombian civil engineer, he holds a Master’s degree and a PhD in Geography and GIS Technologies from the University of Cambridge. He has over 30 years’ experience in the formulation and implementation of environmental policies, climate change and risk management, across government, multilateral, academic and private-sector contexts. 

Since September 2025, he has held the position of Vice-President of Conservation International Colombia, where he promotes programmes on water resilience, climate adaptation and biodiversity conservation with the support of the Green Climate Fund, the World Bank, the IDB and private sector partners. 

María Ximena Lombana
Former Minister of Commerce, Industry, and Tourism

Professional with over 25 years of experience in the public and private sectors. Former Minister of Commerce, Industry, and Tourism. Attorney at law from Universidad del Rosario, holding a Master's degree in Commercial Law from the University of Paris II and a Master's degree in International Business Law from Washington College of Law.

She has extensive experience in the strategic leadership of organizations in the corporate, financial, and nonprofit sectors, serving as a member of boards of directors. She is a professor of Corporate Law at the university level.

Gustavo Gómez
Director of Communications and Institutional Relations at Prisa Media

A journalist with extensive and distinguished experience in Colombia's leading media outlets, with expertise in print, radio, television and digital platforms. Most recently, he successfully led Caracol Radio's flagship news programme, 6AM, for more than six years, establishing it as one of the country's most influential news sources.

Juan Espinal
Senator-elect from the Democratic Center Party

Lawyer, specialist in administrative law and public management, university lecturer. 

He has been involved in the public sector since the age of 18; he began his professional career at the Medellín City Council, then moved to the Office of the Mayor of Medellín, where he advised the Director of Corantioquia. He served as Secretary of the Municipality of El Peñol and was Coordinator of Senator Paola Holguín’s Legislative Office. 

Jennifer Pedraza Sandoval
Senator-elect from the Dignity and Commitment Party

An economist from the National University of Colombia and a Master’s student in Economics at the same institution, she has a strong track record in student representation and social activism. She is currently a Member of the House of Representatives for Bogotá. 

She led national dialogues and protests, playing an active role in the National Strike Committee in 2019 and 2021. In this capacity, she collaborated with various trade union federations in organising large-scale demonstrations defending the fundamental rights of Colombian society. During her time at the National University, she was elected by her peers on two occasions as a representative to the University Governing Council, where she served from 2018 to 2021. 

Daniel Briceño
Member of Parliament-elect for the Democratic Centre party

He is a Member of the House of Representatives for Bogotá, representing the Democratic Centre party, and the most voted-for MP in that chamber, establishing himself as one of the emerging figures with the strongest public support in the capital. 

He is a lawyer with a master’s degree in Political and Electoral Analysis. He began his career as an activist focused on monitoring public procurement, which led him to the Bogotá City Council and subsequently to Congress. His work has centred on political oversight, the efficiency of public spending and government transparency, issues he will address on the panel discussing the 2026–2030 legislative agenda.

A lawyer who graduated from the Universidad San Buenaventura in Cali, specialising in project leadership and management; she is also a Master’s candidate in Law, specialising in administrative law. Former Bogotá city councillor, Vice-President of the Bogotá City Council in 2021, advisor to various public bodies such as the House of Representatives and ICFES, and Corporate Affairs Manager at the National Postal Service 4-72. Founder of Tesas, an organisation dedicated to transforming the lives of women and their families in local communities.

He is the managing director of EL TIEMPO Casa Editorial, the media company that publishes EL TIEMPO, Colombia's leading newspaper in both digital and print formats.

He has worked at this publishing house for 30 years and previously held the position of Deputy Director of Information. He has been one of the people responsible for the digital transformation in the newsroom and has led projects such as the establishment of a data-based audience model, the implementation of the first podcast platform, the creation of the School of Multimedia Journalism and the redesign of the print edition of EL TIEMPO.

He is a public administrator from the Higher School of Public Administration (ESAP) and a lawyer from La Gran Colombia University. He has a specialisation in Public Law from the Externado University of Colombia and a specialisation in Environmental Management from ESAP, training that supports his career in public management and the mining and energy sector. 

Throughout his career, he has held positions of high responsibility at the national and regional levels, including: technical director of the Business Mining Directorate of the Ministry of Mines and Energy, acting secretary general and acting deputy minister of the Ministry of Mines and Energy, secretary of the Office of Mines, Energy and Gas of the Government of Cundinamarca, and advisor to the Fifth Committee of the House of Representatives, with an emphasis on mining, energy and environmental issues.

At the Naturgas Congress, he shares a strategic vision on the sector's structural challenges to ensure the long-term sustainability and expansion of natural gas in Colombia.

Jorge Hoyos

He has more than 14 years of experience as a principal investor across the infrastructure and energy sectors. Before joining Glenfarne Group, Jorge worked at Trafigura where he participated in the development of a $1 billion novel multimodal logistics transportation project in Colombia. Prior to that, he worked in Corficolombiana (principal investment arm of Colombia’s largest financial conglomerate). He holds a B.A. from Universidad de Los Andes and an M.B.A. from the University of Chicago Booth School of Business. Jorge is a native Spanish speaker.

Adriano Zerbini
Vice President of Affairs, Communications and Sustainability, Compass Gas & Energy

He holds a degree in Geography from the University of São Paulo (USP) and in Political Science from the Paris Institute of Political Studies (IEP), with a specialization in Business Administration from Getulio Vargas Foundation in São Paulo (FGV/SP). 

He served as Deputy Secretary of International Relations for the City of São Paulo, among other positions in the municipal administration, and also worked for the Government of the State of São Paulo. In the private sector, he worked at BNP Paribas bank in France and served on the boards of BRF SA, Cosan SA, and Comgás. He was elected to the board of Compass in 2022.

Jorge Henao
General Manager, Transportadora de Gas Internacional (TGI)

Jorge Andrés is a petroleum engineer specialising in Finance and Advanced Project Management. He has held multiple management roles, consolidating his executive career with 28 years of experience in onshore and offshore operations, natural gas and oil project management, business development and entrepreneurship in the energy sector. 

He has directed operations both in Colombia and internationally, including as CEO of the Olympic Group in Peru, where he led the production, exploration, and massification of natural gas and oil. Previously, he was general manager of Saint-Aubin International and director of operations at Perenco in several countries, including Colombia, Peru, Venezuela, Guatemala, and Egypt. 

Luz María Sierra
Director, El Colombiano

She was the general editor of Semana magazine from 2008 to 2014 and the managing editor of El Tiempo from 2004 to 2007. In radio, she participated as a panelist on BluRadio (2018-2021) and on the program Hora 20. In the governmental sphere, she served as chief of staff at the Ministry of Foreign Affairs, advisor to the Ministry of Education, and advisor to the Presidential Advisory Office for Medellín.

In academia, she taught at the Universidad de los Andes, Universidad del Rosario, and Pontificia Universidad Javeriana. As a consultant, she specialized in political communication, crisis management, and content creation. In the field of political strategy, she worked as a communications advisor for the campaign of Enrique Peñalosa, who was elected mayor of Bogotá in October 2015.

She holds a degree in Social Communication and Journalism from Universidad Pontificia Bolivariana and a master's degree in Political Science with an emphasis in Public Opinion from Universidad de los Andes. Her main professional strengths are analysis, research, and content creation. Throughout her career, she has received six national awards and six international awards in recognition of her work in investigative journalism.

Hugh Hopewell

Hugh Hopewell joined the International Energy Agency in 2024 as a Senior Energy Analyst within the World Energy Outlook team. He works closely with the Demand Sectors Unit and on projects examining resilience of the energy system to natural hazards. Prior to the IEA he was based in Texas where he worked with Wood Mackenzie for 17 years as an upstream analyst and data product owner. He has a background in mathematics and a PhD in high-precision gravimetry.

With over 30 years of experience in the oil and gas sector, he has developed his career across all areas, ranging from the manufacturing of tools for the industry to commercial and technical roles.

He has worked for top-tier companies such as Hughes Tool Company, YPF, Esso, and Siemens, and for the past 15 years, he has served as Technical Director of Oil and Gas at the Argentine Institute of Oil and Gas.

Clarissa Brandao
Senior Researcher, Getulio Vargas Foundation

She is an Associate Professor at the Federal Fluminense University, an attorney, and holds a Master's degree and a Doctorate in International Law and Economic Integration. She has over fifteen years of experience in research and development of energy projects.

She was a Visiting Researcher at the ANP (National Petroleum Agency) in the Human Resources Training Program at the Faculty of Law of UERJ. She served as Legal Counsel for CADE (Administrative Council for Economic Defense) between 2021 and 2022, working on a project focused on the domestic oil and natural gas market.

She is a member and founding member of the Iberoamerican Association of Energy Law (ASIDE). She has been a member of the Brazilian Association of International Law (ABDI) since 2006. Currently, she conducts research in the area of energy transition at FGV Energia.

Tomás González
Director of Centro Regional de Estudios de Energía – CREE

Economist from the University of the Andes, Master's degree in Economics from the University of Warwick and PhD in Economics from the University of London. His professional interests focus on the functioning of energy markets and energy policy and regulation. He was Minister of Mines and Energy, Deputy Minister of the same portfolio, Deputy Director General of the National Planning Department, Economic Advisor to the Presidency, and External Affairs Manager for BP in Colombia and Venezuela.

Juan Benavides
Researcher, Fedesarrollo

Ph.D. in Mining Economics (Penn State University). He has been Vice Dean of Research at the Faculty of Engineering and Director of the Interdisciplinary Centre for Development Studies (Cider) at the University of the Andes. He has been an advisor to the Energy and Gas Regulatory Commission (Creg). 

He was Senior Infrastructure Specialist at the Inter-American Development Bank (IDB) in Washington. He has published articles in indexed journals such as IEEE Transactions on Power Systems, Journal of Construction Engineering and Management, Journal of Regulatory Economics, Journal of Regional Science, Resource and Energy Economics, Global Economy Journal, and Journal of Business Research. He has edited books and written book chapters for Stanford University Press, The Johns Hopkins University Press, and the IDB, among others.

Camilo Morales
Secretary General, Naturgas

He holds a degree in International Business Administration from La Sabana University and is a specialist in Mining, Energy and Sustainable Development Law from Los Andes University. He is currently pursuing a master's degree in Energy Policy at the University of Sussex, United Kingdom. Camilo has 10 years of experience in public, commercial and international affairs in the energy, oil and gas sector. He served as Energy, Oil and Gas Officer at the British Embassy in Colombia, where he designed and implemented the United Kingdom's political and commercial positioning strategy on energy issues.  

He was subsequently in charge of the international management of Colombia's National Hydrocarbons Agency and the strategic promotion of areas available for exploration and production. He also served as an advisor to the Mayor's Office of Barranquilla, leading Barranquilla to become Colombia's first energy capital. 

Orlando Cabrales
President Frontera Energy

He was appointed Chief Executive Officer of the Company on 3 March 2021 and has been a member of the Board since 7 November 2018. Prior to his appointment as Chief Executive Officer, he was President of Naturgas, Colombia's natural gas trade association, a position he held from 2016 to 2021. Previously, he served as Deputy Minister of Energy at the Colombian Ministry of Mines and Energy between 2013 and 2014 and as President of the ANH from 2011 to 2013.  

Mr. Cabrales Segovia has held senior positions at BP in Latin America and has served on the boards of numerous companies in Colombia, including Tuscany Drilling, CENIT and ISA. He is currently an independent director on the boards of Isagen S.A., an electricity generation company, and Constructora Conconcreto S.A., an engineering and construction company. 

Cristiane Alkmin Junqueira Schmidt

25 years experience as an economic professional with an outstanding track record, over delivering results in Brazil and abroad (Chile, Puerto Rico and Guatemala) and in the private or in the government sector. Versatile player, able to adapt quickly to diverse regions and industries (public and private sectors) and focused in solving different kinds of problems. 

Skilled in building and leading teams and in setting and executing strategy, either in macroeconomic issues; in regulatory and antitrust affairs; mergers & acquisitions and anticompetitive practices; or in corporate finance and corporate tax problems. 

Most recently, in the government, she was the Finance and Planning Secretariat at Goias State for 4 years and 4 months and she was Commissioner at the Administrative Council for Economic Defense (CADE) for another 4 years. 

Rodolfo Anaya
President Vanti

A civil engineer from the Pontificia Universidad Javeriana, he holds an Executive MBA from the Universidad de Los Andes and has more than 30 years of professional experience. He was General Manager of Gazel S.A. between 2000 and 2006. From 2006 to 2018, he held the positions of Administrative Vice President and Vice President of Distribution Business at Promigas S.A. E.S.P, where he was also responsible for the company's investments in Colombia and Peru.  

He is currently Chairman of the Board of Directors of the Bogotá/Cundinamarca/Boyacá Chapter of the ANDI, a member of the Board of Directors of Andesco, and a member of the Board of Directors of Naturgas. He served as Magistrate and President of the National Electoral Council of Colombia.
